Because of the simple, yet flexible nature of style sheets, CSS is the best way to create a clean menu that can be easily modified. Most professional looking CSS menus can be created with relative ease, compared to using Flash or raw image rollovers, and CSS menus are by far the easiest menus to modify. With these advantages in mind, CSS is the obvious choice for creating a clean but stylish menu.
